Rule 164
Blacklisting

(1) According to Section 63 of the Procurement Act, if the local authority has to blacklist any bidder, proposer, sealed bidder, consultant, service provider, supplier, builder or any other person, firm, organization or company, it shall publish the related documents along with the detailed information and the reason. It should be sent in writing to the procurement monitoring office.
(2) When the public procurement monitoring office, in writing according to sub-rule (1), considers such details, reasons and documents, such bidder, proposer, sealed bidder, consultant, service provider, supplier, builder or other person, firm, organization or company shall immediately notify such local If it is written that there is a need to be prohibited from participating in the procurement of the entity, then the prohibition must be imposed accordingly.
(3) If the Public Procurement Monitoring Office decides to put it on the black list and gives information, the relevant local body shall inform such bidder, proposer, sealed bidder, consultant, service provider, supplier, builder or other person, firm, organization or company in writing and publish it in the national level newspaper as well.
